Release notes freestyler v6.0206.22

This was a release mainly focussed on solving mailroom outgoing email issues (due to use of `special` characters).
Also a small webcockpit change was done in repsonse to browserchanges (big three).

Release summary

Mailroom Email Fixes:
Usage of `<` sign in submitted content breaking proper displaying of message in outgoing (html)emails
`&` sign in subject breaking proper displaying of subject in outgoing (html)emails
Replyto/from not working in case of absence of required emailfields on used forms.

Webcockpit Fixes:
Added HTMLFrontMatter field with `DOCTYPE html` code to avoid dozens of unnecessary browser console warnings.
