Added a public support view to query documents per label and made a fix for not being able to save the website-doc that approximately contains 133+ $file attachments.

Release summary

Labelpage enhancement:

- Added a public support view to query documents per label i.e. by status active or construction and by several filterbox keys. This can be used to build a custom banner or specialpage with labelled content

Website save issue fix:

- Fixed two headeritems helperfields that caused 404 overflow issues while saving a website doc that contains 133+ $file attachments. This was a blocking issue for auto upgrading to the new Bootstrap Freestyler CMS.

Left navigation menu fix (for Freestyler Bootstrap):

- Fix (in the admincontent.lss) for the left navigation sidebar not loading in case of non-existing or no-access rights to the securityboard (fs3_sb.nsf)
